Who is Vegapunk?
The top scientist working with the Marines is Dr. Vegapunk. He co-discovered the Lineage Factor and its applications, figured out how Devil Fruit powers work, and discovered the mysteries of sea stones, among other scientific discoveries that are estimated to be at least 500 years ahead of today’s technology. He also co-discovered the uses for sea stones. He hasn’t yet had a close encounter with the plot.
The Special Science Group, or SSG, a project being developed by the Marine Science Unit with the goal of replacing the Shichibukai system as one of the Three Great Powers, was recently made public. Vegapunk is undoubtedly in charge of the project.

How powerful is the Gorosei?
The Five Elders are the leaders of the World Government, and as such, they effectively rule the entire planet. The only person to whom they are subject to a higher power is the enigmatic Imu who sits on the Empty Throne. They are the five leaders who have a deal with the Shichibukai, Cipher Pol, and the Marines. None of their names has been publicly disclosed yet.

Shanks was allowed to meet with the Five Elders at Mary Geoise during the Reverie despite his reputation as a notorious pirate.
